This is a picture of what a pitcher was allowed to do during a recent game. 90% of pitcher where illegal and it was not called one time. Why is this still happening?

    1) Did anyone from opposing team point it out? If not, the umps may not have even noticed.

    2) You are relying on the umps being able to catch every action. Odds are that foot was off the ground for 1/10-2/10 of a second, which means the umps would need to be looking specifically for the action.

There are some umps that are great at catching AND calling illegal pitching. There are some umps that seem to enjoy giving pitchers a hard time, and rough them up mentally by calling balks or illegal pitches non-stop. Then there are umps that either don't know the rule, don't see the action, or may even simply not care.

Because ADs, conferences and the state allow it to go on.

    Wow

I really think you should thank the pitcher for losing speed on her pitches. You would hate international rules.

The leaping was pointed out to the ump before the game started. Then again over and over and over again during the game. It is ridiculous that umps do not respect and uphold the rules and integrity of the game!

Not thanking anyone here. The rules should be followed and umps should do their jobs.

I agree w/ Jacket, my kid does this from time to time and i HOPE an ump calls it on her so she'll quit doing it. It only hurts the pitcher and if she was on the ground she'd pick up at least 2mph.

Attention this is an all points bulletin:
Be on the lookout for two HS softball umpire impostors going around to NC high schools officiating games and not enforcing NFHS rules. If you see them do not approach as they are armed and have quick trigger fingers. Get to a safe location and notify the local AD as soon as possible. With your help these two impostors will be apprehended and our children will be safe.

I would say that at least 50 percent of all high school pitchers are doing something illegal on the mound. Most high school officials do not have a clue what they are looking at with illegal pitching. Only the dominate pitchers are going to be put under a microscope, which is not fair to them if they are letting the others get away with it. I will say this, they are really keeping a close eye on the pitchers in college. I dont think college coaches are going to look at pitchers that are illegal anymore. It takes a lot to get them out of bad habits, and puts a lot of pressure on everyone involved.

In my opinion, they can leap all day if never replant to throw. It is when they replant after leaping or when the ump allows the pitcher to lift their driving foot off the rubber to start their pitch that IS illegal and should be called.
I had a pitcher who lifted her foot slightly at the begging of each pitch. I had an umpire or two say something to me between innings. I told them if they thought she was illegal to call it, and guess what, they never did.
I worked with her to stop, and she has fixed the problem, but it wasn't due to umpires correcting her.
