can some explain the seeding priority when both teams are seeded the same?

IE: who is home if both #1 seed etc.

I know for the 4A bracket you can find the seeding priority list on the bracket page on the NCHSAA website. The seeding priority is on the top right corner of the bracket page and I am told it rotates every year.

Thats correct, its done before the season starts. Wouldnt matter if 4th and 5th rounds were both best of 3 at a neutral site.

There would still have to be a HOME team decided, which seeding priority would determine with two same seeds.

I have never seen a coin flip used in NCHSAA for playing purposes on sight. Home/visitor has always been pre-determined.

(Though not as a head coach, I have been a part of 4 state finals and 5 regionals, again, without coin flips...)

If Weddington and N.Buncombe both win, N. Buncombe will be the home team for the regional series, based on seeding priority.

If Weddington and Forestview both win, Weddington will be the home team as they are a higher seed.

If South Rowan wins, then they will be the visiting team in the regionals, as they are a lower seed than anyone left.

Imagine this scenerio... this year the "Mega7" is the pre-determined #1 seeding conference in the 3A West. Say the Mega7 #2 seed Harding makes a miracle run, a team that won 3 games total hosts Weddington? Seeding conferences before the season starts is just a lazy excuse by the NCHSAA as well as their pre-determined brackets.... With over a week after conference tournaments before state playoffs begin allows plenty of time to seed conferences and teams accordingly IMO. In each class pick the best 32 teams (16 and 16 pod bracket as we have now) then seed them by their Regular season record, head to head and common opponents.
My #1 seeds in 3A upper bracket:
Marvin Ridge, NWC, Weddington and Catholic
    #2 Seeds
East Rowan, Carson, Robinson and Mount Pleasant

The remaining 8 seeds are wildcards from the NPC, SPC, Mega7, SCC and lower deserving seeds from another conference.
Which would be Hickory Ridge, South Rowan, West Rowan, Cox Mill, Parkwood, West Iredell, (Mid-Piedmont) Ashboro and (Mid-State) N. Guilford.

    !st Round:
    N. Guilford @ MR
    Ashboro @ NWC
    W. Iredell @ Weddington
    Parkwood @ Catholic
    Cox Mill @ East Rowan
    Hickory Ridge @ Carson
    W. Rowan @ Robinson
    South Rowan @ Mount Pleasant

    :acclaim:

I've seen coin flips in 13 years of AAU/USSSA baseball in 8 states and never saw an argument at the result. BTW in the bracket mentioned above, the away team is 9-6 but in a 3 game series traveling 3-4 hours to and from a site is a huge advantage for a pre-determined home team.

Seeding priority only comes into play if the two teams are equal seeds (both #1 or both #3, etc). Where one is the evident, decided higher seed, they get the priority.

And to your seed by record proposal, please refer to an earlier post where I mentioned that a team can play brutal non-conference to actually,"get better," while another can play "cupcakes" just to prop up their record for a possible wild card spot. It is done...
