If he/she is allowed by law to come and watch, the answer is yes.
How to handle it? Watch the game.

Then should we as coaches/parents make a big deal out of it? I don't want to chain or handcuff the guy to the bleachers or make him carry a red flag or wear a target on his back.

I like you, say yes, also according to the law. But as a parent/coach, the team and tournament officials might would like to know in a "quiet" way. So to head off talk by other teams......

    DIFFERENT LOOK...

NOT TO GET AWAY OR MISDIRECTED FROM THIS SUBECT...I WAS JUST WONDERING...
IN ASA , IT'S REQUIRED THAT COACHES DO A BACK GROUND CHECK. HOW ABOUT ASA UMPIRES OR (NSA,IFA,USFA, ETC..)UMPIRES IN GENERAL? HOW ABOUT ASA EMPLOYEES, GATE KEEPERS,CONCESSIONS ETC...CAN THEY BE AROUND ADOLESCENTS?

LETS SAY THAT ASA DOES THE BACK GROUND CHECK. AT THIS POINT , WHO IS RESPONSIBLE FOR INFORMING THE PARENTS ? THE COACH OR ASA OFFICIALS OR ARE THEY JUST SIMPLE DENIED ASA SANCTION?

ALSO, DOES THIS POLICY COVER EVERYTHING, MOLESTER, DRUGS , B&E, ETC..ALSO, WHAT ABOUT A GRANDFATHER CLAUSE-FOR INSTANCE, IT HAPPENED 30YEARS AGO...

I BELIEVE IN THE CAUSE AND WOULD NEVER WISE HARM ON ANY CHILD OR ADULT. THIS IS JUST A DIFFERENT LOOK AT HOW THIS POLICY CAN EFFECT THE COACHES, UMPIRES AND ASA EMPLOYEES.

If, in your good judgment, the person is harmless let it alone. Otherwise, keep an eye on the person. But don't cause a stampede!

    ASA POLICY

I'M SURE TBR HAS SEVERAL INDIVIDUALS THAT ARE AFFILITED OR HAS TIES WITH "ASA".
ARE THE UMPIRES , GATE KEEPERS , CONCESSION WORKERS SUBJECT TO A BACK GROUND CHECK? THEY HAVE SAME DIRECT TIES TO "ASA" ALONG WITH THE COACHES.

That's a real good question.Maybe Rick, or another ASA official can let us know the answer. I would think that the ASA officials would have been the first to get the checks done.

    Fair Questions

Prior to requiring background checks, the National ASA office consulted extensively with law enforcement and attorneys to compile a very extensive listing of offenses that would disqualify someone from passing the ASA background check. There is no "grandfather" clause as if an individual has been convicted of an offense that is on the list, then they would not be approved, regardless of when the offense occurred.

If someone does not pass the background check, the NC ASA commissioner is alerted of the fact. That person is contacted and the situation is explained and the individual is given the opportunity to correct any info he/she feels it is not correct. The parents or other coaches are NOT notified of failed background checks, only the individual who did not pass. But is up to the coach or manager of a team to comply with the policy and ensure all of his/her coaches and "helpers" have proof of having passed the background check.

It is also my understanding that next year, all ASA umpires will also be required to pass background checks. As for concession workers, gate keepers and tournament support staff, ASA does not have any control over these individuals. However I will say at most of the parks where ASA tournaments are held, these individuals are employees of the city/county that operates the complex and these employees also must pass background checks to be hired.

ASA certainly does not have any control of the policies other sanctions (NSA, IFA, USFA), but hopefully those organizations will follow ASA's lead in this matter.

    Hope this helps.
    Ben
