The NCAA’s list of banned drug classes is far more extensive than those substances banned under federal law.
Sanctions from a positive drug test are swift and automatic. After the first positive test, a student-athlete cannot compete in any intercollegiate sport for one year and loses one of four years of eligibility. After the second positive test, a student-athlete loses all remaining eligibility and is permanently banned from intercollegiate competition. The NCAA affords an appeal process for a positive drug test that may reduce or eliminate the sanction.
A student-athlete under a drug-testing suspension from a national or international sports governing body that has adopted the World Anti-Doping Agency (WADA) code cannot participate in NCAA intercollegiate competitions.
Member institutions are required to educate student-athletes about NCAA banned substances and products that may contain these substances, such as some nutritional supplements. Grant monies are available to institutions for drug-education programs. Education is also conducted through the NCAA CHAMPS Life Skills program. For more information about this program, go to the Champs Life Skills Web Page.
NCAA student-athletes are required to sign a drug testing consent form at the start of the academic year indicating they have given their consent to be tested and are aware of the consequences for testing positive. A list of banned drug classes is attached to the consent form provided to student-athletes. Failure to sign the consent form by the deadline shall result in the student-athlete’s ineligibility for practice or competition until the student-athlete has signed the form. Failure to complete and sign the form prior to practice or competition may result in the student-athlete’s ineligibility for participation in all intercollegiate athletics.

    Proposal or Policy

Is this a proposal or policy? What sports?

Spurrier implemented a four strikes and you are out policy at South Carolina - felt like the student athletes needed more forgiveness than three strikes. This information you cite is very different. Perhaps football, the cash cow, is exempt.

    Drug Testing

The stronger the policy the better. I was tested in college three times a year, including summer, bowl games and winter. It was a huge deterrent to using drugs knowing that a failed test would result in a revoked scholarship and a required move back home with mom and dad.
