OK, runners on 1st and 2nd. Line drive to center fielder is caught in the air. Neither runner tags up. The runner on 2nd gets to 3rd and then goes back. The runner on 1st actually rounds 2nd, then goes directly back to first without "re-touching" 2nd. Ball is then overthrown after both runners tag (at 1st and 2nd) and they advance to 2nd and 3rd. Ball thrown in. Plays stops, dead ball.

Now I know the runner that started at first should have touched 2nd then returned to first. I am not arguing is she wrong for going straight back to first, but should this have been an appeal play. The umpire called the girl out the minute the ball was called dead. The defensive team had no idea of the call.

Absolutely an appeal play. It used to be around nine years ago that after the play the umpire calls the runner out, but NFHS changed that to an appeal play.

Unless you were playing in South Carolina. SC still plays under no appeal necessary.

What rules does SC play under?

NFHS doesn't give states the option on this rule. There are rules that NFHS does give state associations the option to adopt, like the 10 run rule and such, but the appeal procedure is not one of those rules.

I am just wondering, I am not condeming or accusing, just curious.

Any state can really chose to ignore any or all of the NFHS rules they decide to. SC has decided to ignore this change, but otherwise conforms to NFHS, including such recent changes as the 43' pitching plate distance and metal cleats.

(BTW, I understand what you are saing that NFHS marks some rules as state-discretionary, but since they have no real enforcement provisions, in reality they are all optional.)
