    It will pass down to the second place team in the States. This was the situation when the NC Lady Lightning won the qualifier and state's last year, the state berth was passed to the Cape Fear Storm and possibly on to another team past that, but they did not attend nationals.

    Why would a team accept the handed down berth if they don't plan to use it?
    If they choose not to use it, wouldn't it continue to be handed down until they find a team that would commit to going?

    No, If I am not mistaken, the berth will only be passed to the next (2nd) maybe the third place teams, but if neither of those want it, it becomes an unused berth and goes back to the ASA region per ASA rules.
