    Nope E of R

    E of R,
No. It means no later than 8/15 or if the school starts sooner then it's the earlier date!

This change came with the new collective bargaining agreement. Thus, there is no more DNF.

Which I feel is a bad, bad move by not having DNFs anymore. Doesn't really make any sense as to why they took it out. Anyway, I think that was a bad move. I honestly believe it was the NCAA working with MLB to get a rule like that passed, which means the NCAA has a better chance of getting former DNFs to attend 4 year schools. However, players should still be aware they are still draft eligible after their first and second year's at a JUCO, so it's still the path to take if you think you are draftable and want to play pro ball earlier. I know from my experience with many four year guys, they had wished they weren't locked into three years once they got to four year schools, but then again others, I'm sure, enjoyed the four year experience.
