    I'd say a kid that throws in the 90's in high school is looking to be drafted, not recruited. (Unfortunately - college ball is a lot of fun!)

    If he's over 90 with control and at least one additional pitch it's a nice generality BUT ..... Only if he is signable. A couple things affect signability. One is expectations and the other is college commitment.

    He may want more than he's worth thus his expectations are too high and he's not signable at the round he's projected to be picked at.

    He may really, really want to go to college and he makes that fact known when he's talking to the pro scouts.

    Either way, he'll get skipped over.

    Padres had a LHP in the 70s

    can't remember his name but he couldn't throw more than 81-83 but had a long career with his offspeed stuff. Wish I could remember his name. Pretty sure he was their ace for a few years and they had a good team with Garvey, etc. Jones, Maybe?

    Many of the guys throwing in the 90's in high school are throwing fastballs that are straight. Same thing if you watch some minor league games, lots of guys throwing harder than some pitchers on the big league team, but straight fastballs. I think when guys move up a level they often have to sacrifice speed to try and get some movement. Straight fastballs get pounded at high levels, especially with metal bats. I think movement and location are definately stressed more. The superstars are the guys who throw over 90 with movement/location.
