    Ive always thought to use tax records

    Can't we use tax records. If someone owns a home they isn't there a deed on line you can check. That in one way for homeowners is a check of residence.
    Drivers licenses.

    Make mandatory checks of all athletes.

    There's got to be other ways Im just sleepy right now as Im still on my first cup of joe.
