Rule on 'California' change up

    I am looking at the 2006 ASA rules book

    Rule 6, Pitching regulations:
    Section 3

    K. The pitcher must not make another revolution after releasing the ball.
    This is the only part of the pitching regulations, that discusses this at all. Really, as far as delivery, there are not that many rules.

    I dont believe the rule has changed since 2006. So I suppose, and I have read the entire section, if a pitcher could learn to throw this, and after release could hold herself not going a full revolution, it COULD be considered a legal pitch by definition. Other than that, I see nothing in the rules about the point past the hip ( I can hazard a guess where that info could come from, but for this discussion its moot).

    P.S., ( and there is no "effect" or ruling). I am going to check to see if I can find any other instances, regarding "illegal pitches called" and effect to see if its mentioned there.

    Penalty

    There are only two penalties relayed to an illegal pitch:
    With no one on = A ball on the batter
    With runners on = Ball on the batter and all runners advance one base from where they were at the time of the pitch

    when i played 12u i had a pitcher do this to us and the umpire never said anything about it. while it did throw us off a little bit, i don't see how this can be good for mechanics, especially with developing pitchers.
