I get your point and you are dead on.
However, geography sometimes makes changing locations difficult because team run events require a lot of "local" volunteers and moving drives the costs up. But like you say, there are many cities with parks that would bend over backwards to accommodate an organization that is willing to bring a 1000 visitors to town.
