Was at NC State Camp, they had a head umpire come out and talk about new rule changes, said this would be seen in NCAA and should be in High School this year. New ruling that once the batter steps in the box, that they can no longer call time out, that once they step in the box they cannot call time or step out until after the pitch has been delivered. Is this suppose to be enforced in High School this year, does anyone know???

In HS the batter may ask for time and the umpire may grant time at their discretion. If the batter steps out of the box without being granted time then a penalty strike is assessed and if the pitcher pitches then its a ball or strike as well. So you can have 2 strikes on 1 pitch.

Which is the way it has been for years. I know of no new rulings in the direction that the OP described.
