What is the correct call?

    Significantly?

    Mr. Umpire my runner was obstructed. Coach your runner was not significantly obstructed.

    Was she slowed down enough so that even an umpire could see it?

    This goes right to how you approach an umpire on any judgement call. Since you can not argue an umpire on his judgement, the best thing to do first is to politely determine what his judgement was. After the umpire tells you what his judgement on a play was, ie, was the runner impeded, etc.. then you can argue an interpretation of the rule. If you cant get past the umpire's judgement on the play, then you should move on.

    I see that most want to immediately begin to argue on the judgement part and then it just goes south from there.

    Good Advice. There are a few coaches that know how to approach umpires correctly. Shouting from the dugout will get no good results, but a calm well thought out private conversation with an umpire will be more fruitful.
